Implementing the PSA

Implementing the PSA is a large undertaking. It requires collaboration with all pretrial system stakeholders, and its use must be consistent with requirements.

Pre-Implementation Considerations

Before you start to implement the PSA, make sure your jurisdiction is ready and positioned to succeed. You’ll need:

  • A collaborative policy team with system stakeholders and community members represented; it’s critical to have support from the start from key stakeholders, such as judicial officers, prosecutors, and defense counsel.
  • Available data to score the PSA (primarily criminal history and failure to appear history) and the technology capacity to automate the tool.
  • Sufficient staff resources to manage the implementation process, gain expertise on the PSA, and train all system and community stakeholders.

Implementation Activities

Although the PSA is a single tool, a jurisdiction must complete multiple activities to implement it successfully. Ideally, members of your collaborative policy team are involved in and approve all implementation activities and deliverables. To properly score and use the PSA, your jurisdiction must complete the following seven phases of the implementation process:

  1. Finalize a PSA Violent Offense List
  2. Determine how to automate the PSA
  3. Tailor the PSA Scoring Manual
  4. Develop a Release Conditions Matrix
  5. Create a policy for quality assurance to ensure accurate scoring of the PSA
  6. Design a pretrial assessment report
  7. Train all PSA assessors and stakeholders

The PSA Implementation Guides, organized by these seven phases, are designed to help you complete these activities.  Each guide describes an implementation task and provides instructions, examples, and templates that can be adapted for use in your jurisdiction.

Implementing the PSA

Some jurisdictions rely entirely on the PSA Implementation Guides and implement the tool independently. Others may decide they want and need outside expertise to help manage and complete the process.

The PSA Implementation Guides are designed to help local jurisdictions plan and manage the process of incorporating the PSA into their pretrial system.
