APPR’s Pretrial Professional Network (PPN) supports champions of local and national pretrial advancements. APPR uses its expertise throughout all aspects of our work.

The PPN includes pretrial practitioners, system leaders, and innovators who want to strengthen their impact and shape the future of pretrial justice nationwide. Members are part of a vibrant professional community focused on shared learning, collaboration, and real-world problem-solving across jurisdictions.  

Members are available to mentor other pretrial professionals, serve as a national resource, and support individual goals in the pretrial field while advancing broader pretrial justice nationwide.

Mr. O’Connor’s work focuses on strengthening cross-system coordination and advancing evidence-informed practices that enhance community safety while promoting fairness and efficiency.

Judge Baldwin is a faculty member for All Rise, the national leader in helping jurisdictions ensure substance use and mental health disorders are addressed in treatment courts that promote treatment and recovery for the most vulnerable.

Judge Cronin (ret.) served on the Supreme Court’s Joint Committee on Criminal Justice and contributed to New Jersey’s reforms transitioning from money-based bail to risk-based pretrial decision-making.

Judge Higgins’ work reflects a dedication to improving court processes while ensuring equitable treatment for those navigating the legal system.

Judge Spitzer has played a key role in statewide justice reform, including service on the Justice Reinvestment Advisory Council and leadership in the Evidence-Based Decision Making initiative.

Judge Stuckert (ret.) chaired the Illinois Supreme Court Commission on Pretrial Practices, which helped shape the recommendations that led to the end of money bond in Illinois.

As Jail Director, Major Keith plays a critical role in overseeing pretrial detention operations and ensuring safe and ethical facility management.

Deputy Chief Sanders has played an active role in the implementation of Illinois’ Pretrial Fairness Act (PFA) and served on a PFA implementation task force addressing pretrial policy changes.

Mr. Austin’s work is focused on implementing evidence-based practices and strengthening system coordination to improve justice outcomes.

Mr. Brittain’s experience includes leadership roles in drug court and pretrial services, and his doctoral research examined the predictive validity of the Public Safety Assessment.

Ms. Hartoin leads data-driven, evidence-based initiatives to strengthen community supervision and advance people-centered approaches while prioritizing community safety.

Mr. Schmidt manages one of the largest pretrial agencies in his state, overseeing bail investigations, pretrial supervision, and evidence-based programming serving thousands of people annually.

Ms. Puckett is a civil rights advocate and policy strategist whose lived experience informs her work advancing justice system reform and reproductive equity.

 

Eugene Youngblood, Director of Community Organizing, Look2Justice, WAEugene Youngblood, Community Organizing Director, Look2Justice, WA 

Arrested at 18, Mr. Youngblood defied the odds and was released in 2021 after undergoing a profound personal transformation. Today, he supports youth in Washington State’s juvenile detention institutions and high schools, centering healing and accountability.
